Binance Deployments Don't Prompt For Existing Cash and Portfolio Holdings

When we deploy live on quantconnect.com, the deployment wizard gives us the option to provide existing cash and portfolio holdings.
However, when we deploy live with the CLI, we aren't prompted for this information.

Solved, account holdings can optionally be provided. Cash isn't allowed/used by binance brokerage, reported as ux bug 👍
