Add MoQ message encode/decode.

MoQ message needs encoder and decoder support.

There is start of this on this dev branch: https://github.com/Quicr/libquicr/blob/moq-suhas-feb2024/src/moq_message.cpp

We should see if it makes sense to use it as-is or rewrite as needed
