Add support for Dependabot Group PRs

Dependabot now appears to support grouping dependency updates into a single PR. This is very helpful as we can condense the weekly dependency update into a single pull request instead of the 3+ we are currently getting. To close this issue, update the Dependabot config to group all of our weekly dependency updates into one.
