Add an Announcement page similar to our previous club Announcement page, but with a better UI design. I can build it if you assign it to me under gssoc, and @Abhay-hack I'll ensure it follows good coding practices.

@Abhay-hack , I'm adding the announcement page. Which is similar to your old club website page. If there are any changes, let me know, and I will make them. If not, can I make a pull request (PR)?
If the page meets your expectations, could you please consider giving it a level 2 or 3 ?
