[Issue]: Unable to set power overdrive with rocm-smi

Problem Description
I can not set the maximal power draw of my video card to 200W from the default 250W. (nor does any other power level)

Additional Information
Note that I also could not control the maximal power via CoreCtrl, the option to control it simply doesn't exist.
Output of dmesg command: dmesg_output.txt
I could control the maximal power via CoreCtrl before I installed ROCm 6.0.0 via Native package manager method, afterward the option disappeared.

After I uninstalled kernel-mode driver via sudo apt autoremove amdgpu-dkms
, the option comes back, non of my rocm script seems affected, and this issue seems solved for me.
