[Bug]: HTML button in Notes/GM notes not clickable despite HTML being selected in drop-down menu.

Describe the Bug

The HMTL button is not clickable when initially editing a token's notes, even if the HTML is already selected based on the most recent edits to tokens.

To Reproduce

1. Go to a token and edit the GM notes using HTML.
2. Exit out of the token.
3. Go to edit the notes on another token.
4. Observe that (as a QOL issue I appreciate) HTML is already selected from the drop-down menu in the edit notes area.
5. Observe HTML is not a clickable button.
6. This requires the user select another form of entry, then re-select HTML (a work-around that negates the QOL improvement of the editor remembering the most recent settings).

Expected Behaviour

The HTML button should be clickable (or even better, already clicked if the most recent edit was using the HTML entry button) when HTML is selected in the drop-down menu, whether the user switches to that mode, or it is already selected based on the most recent edit.
