XE8 update from DIC - Gets half way downloaded and get nsis_error

Started XE8 Studio
Prompted to download update and it gets just over 50% and errors out with
nsis_error.
Windows 7 Pro

I use Tune-up to clean up windows, here is screen shot of the settings cleaned.
