Videos always start with last played frame

I figure it's worth making a ticket for this since it has been a minor issue for as long as I can remember using 1.3.0
The first time a video plays, it plays fine. But every subsequent video starts with the last played frame. So if you skipped a video 30 seconds in, the first frames (20 or so frames) of the next video to play are stuck displaying that last frame from the video you skipped.

Bonus points if you can make the audio+video fade out when skipped. (matches 2011 release behavior)
