VFD calc issue / question

I have run into an issue where an un-congested approach (FC = 5) to a principle arterial (FC=3) at a 3-legged signal is returning non-senisical results. This issue seems to be wide spread (not a specific intersection). FOr the example, please look at Eastbound link 228997 - I'm specifically looking at the PM period.

ADDVAL1 = 2200 (I can follow the math)
ADDVAL2 = 2205 (this is factored by 100 in the code. Also this is in seconds, and the equation was originally instructed on using minutes - might be off by another factor of 60).
ADDVAL3 = 120 - note that this capacity does not appear to be correctly calculated or correctly adjusted by the period factor.

There seems to be a handful of issues. Perhaps we could review this link over the phone and walk through it...
Assuming that I found something, this should greatly impact the calibration of the model.
