Add description for Uni Parking Capacity File

Alex describes the issue as:

I’m noticing this file in the repo.
Do we know if the code actually uses it, or is it just a reminder file to show us what the format of the file looks like when we turn on the university model.

If it’s not being used, maybe we can capture the format in a quick page about how the university model still needs to be turned on, as opposed to a dead file in the repo. If it is being used, can we verify that the wiki covers how to setup this file:

This page should allow us to delete the Uni_Parking_Capacity.csv in the inputs folder and know that we still have an example saved (here in the instructions) - https://github.com/RSGInc/SOABM/wiki/Major-University-Model-(Optional).

After I test that the model runs with the file removed I will remove the file from the repo (again the content of the file is saved at the wiki link above).
