Moving the SOABM setup to Python 3 will allow us to stay current with PTV updates as they are released (currently in Python 2.7 in Visum 2020, but new updates of Visum might drop python 2.7 support). Additionally shifting to Python 3 will better prepare this code base as a template to use in the CALM conversion to Visum.
