[Issue] There is no way to disable the SMAPI update check from happening automatically

Describe the Issue
There is no way to stop the automatic SMAPI update check from taking place. Some users may not want to be reminded of a SMAPI update, especially if they're playing a modpack that requires a specific SMAPI version that is not up to date.

Environment:

Windows Version: Windows 11
Mod Manager Version: 220701, 220702
