Grant-ISHUserLogOnAsService cannot execute under the SYSTEM account

While trying to execute Grant-ISHUserLogOnAsService from the UserData of an EC2 the Grant-ISHUserLogOnAsService throws error

Cannot find path 'C:\Windows\system32\config\systemprofile\AppData\Local\Temp\tempexport.inf' 
because it does not exist.
