Blur in the background

Hello, is there possibility to add blur effect in the background, not only playing with colorShadow or its opacity?

I was trying to call simutalnouesly some dialog with just blur and tutorial in the same time, but TargetFocuses were also impacted on that blur effect therefore it's not an option :/
