Does streaming quality determine file quality?

Hello! I am considering getting a free trial of Spotify Premium so I can get higher quality files downloaded. If I set my streaming quality to "High" in Spotify, Will I get high quality OGG files or do I need to use a different file format? I really love OGG, just wondering if there's a better option for HQ or if I can stick with OGG. Thanks!

Read this in the README, I am to understand OGG can be used for 320k output
Quality depends on the account being used: 160Kb/s or 320Kb/s for free and premium plans respectively. You may also need to change the streaming quality to "Very high" on Spotify settings to get 320Kb/s files.
