Giga Drain Not Breeding Down

In Playing the 3.0.0 version of Polished Crystal, I have noticed that TM - Giga Drain would not breed down to Pokemon who can learn it via TM.

In my playthrough, I trained a Parasect up until it learned Giga Drain and Leech Life. I wanted to pass Giga Drain and Leech Life to a Bellsprout and to a Yanma, both of which can learn Giga Drain by TM and have Leech Life as an Egg Move. In practice, Giga Drain was never able to pass down. Leech Life passed down to both just fine. To experiment, I took Leech Life off of Parasect and bred it with both to see if it then could pass down Giga Drain (without the presence of an Egg Move). That experiment showed me that Giga Drain simply could not be passed down... in 3.0.0:

So then I loaded 2.2.0 and did the same tests (I passed Giga Drain to Bellsprout with a Sunflora and it worked). Giga Drain can be passed down as it should be in 2.2.0.

Can you inspect why it can no longer be passed down in 3.0.0 and possibly correct? I really don't want to have to wait until Celadon City in order to use that awesome move on my team. Please and thank you!

I am attaching my saved file from 3.0.0 for inspection and correcting--contains a Party of Parasect (father with Giga Drain and Leech Life), Bellsprout (mother), Bellsprout Egg (Leech Life passed down but not Giga Drain), Yanma (mother), Yanma Egg (Leech Life passed down but not Giga Drain), and Poliwhirl (extra in case all pokemon go into daycare).

TMs only functioned as pseudo-Egg moves during the time when they were one-use. Starting in 5gen, they no longer do so because TMs became reusable.

Y'all made this game so good it hurts! LOL. Thanks for providing that update. I will adjust my strategy!

*Update: I was still able to put a good move, Power Whip, on Bellsprout, so I'm happy. Thanks!
