Add background_color attribute to the Web App manifest (for Android Chrome)

When a website is added to the home screen, Android Chrome is using the background_color attribute of the Web App manifest as the background color of the splash screen. At the moment, this attribute is not generated (only theme_color, which is not used for splash screen).
