`powerofftestvms.sh` seems not to ext 1 if state is undetermined

ensure that powerofftestvms.sh does exit 1 (thus stopping the SOE-CI run at that point), if the following happens;
ERROR: Host sattestclient03.sattest.pcfe.net is neither running nor shutoff.
