Phone apps dont show up

Before an admin on this fourms says its an issue within our server or "restarting the phone on the server" This is a fresh install, Ive deleted it and re did it multple times.

I used this youtube video to download, I ensure you I did everything correctly as this is my 3rd time following and installing what the video says ( https://www.youtube.com/watch?v=KeBpHOimwu0 )
