Use configured RVD URL in Console

Currently we have a property rvdUrl defined in dashboard.json (https://github.com/RestComm/Restcomm-Connect/blob/master/restcomm/restcomm.ui/src/main/webapp/conf/dashboard.json#L3) but it's not being used in the several services, to properly define where RVD should be found.
