Docs: Adding of a manual for smpp-extensions

We need to create two manuals for smpp-extensions.
- General part that describes how can we use smpp-extensions in the applications (Installation Guide)
- We have a ready for deployment stack part in release binaries - we need just deploy it
- We may want to make a cumulative stack deployment (along with for example SS7 stack part and other own stack code for some application). An example how we have done it is - SMSC GW last version (which SMPP part filse to includes, which beans do we need to add into jboss-mbeans.xml, how to add CLI referense (into jboss-mbeans.xml)).
- We need to mention that we will need SMPP RA from https://github.com/RestComm/jain-slee.smpp
- Admin Guide that will include:
- short introduction how to access to CLI and GUI interfaces (we can make extracts from SMSC GW manuals).
- take directly two chapters from SMSC GW "SMPP Server Settings" and "External Short Messaging Entities (ESMEs)" (we will remove them later form SMSC GW manuals - RestComm/smscgateway#164)
