Expose webcharts.dataOps functions

Several libraries (e.g. Outlier explorer, Results over time and shift plot) are bombing with 1.8.0-RC1 because they try to hit webcharts.dataops.getValType(). Guessing the re-factor removed the binding for those, but we should probably put it back in to keep backwards compatability in 1.8.0. When we go to 2.0 we can reconsider.
