Feature request: /votekick @username

modify '/votekick' so that votes can be casted to user mentioned after command, if :
1. command is not replied to a message
or
2. replied message is forwarded from a user that haa privacy restriction on accessing user through forwarded message
syntax: /kickvote @username

The bot API doesn't allow for this, and we're not planning on rewriting this bot with a library that uses mtproto.
