Automate the deployment of updates to dockerhub

Currently once we update any of the configurations here, someone needs to manually remember to deploy the update to dockerhub.
It would be great if part of the merge process would automatically do this.
It would be even better if we have some way to version the pushes to dockerhub so that we could trace the commit hash to the version deployed on dockerhub.
