VBET fails if no perennial stream features exist

After filtering out fcodes, vbet will fail if there are no perennial features to work on.
What is the strategy here? Create an 'empty ' vbet project (with empty feature classes)?
This means we need to make sure other downstream tools are ok with this as well.
