Point clouds are all in one plane

Running with ros1 can receive the point cloud, but all the point clouds are projected on a plane, it seems that the vertical Angle information of the point cloud can not be received, may I ask why this is possible? (ps: No problem testing radar at windos.)

Have you solved this problem?I also encountered this problem.
