Add firmware code for Blueteeth Sample app

This firmware would support a simple loopback write/write_no_response/read/indicate/notify functionality, and maybe a blinking LED.
It would be good to have firmware implementations for a few component selections, to make it easier for FW devs as well as SW devs:
- Bluegiga BLE112
- Bluegiga BLE113
- Bluegiga BLE121LR
- SiLabs BGM111
- SiLabs BGM113
- Cypress EZ-BLE
- Nordic 52 series
- Anaren BLE (Broadcom WICED stack, or Anaren stack)
