Enable optional provision of a site and location code for the request

Per DIMES feature Allow for selection from among multiple reading rooms, institutions may have multiple reading rooms available to the public. It is not possible to pass that selection along through the request broker currently.

Describe the solution you'd like

If the request from DIMES includes fields of location and site, the broker's request preparation can include the location and site fields.
