No audio notifications on web and app on windows 10. All notifications are enabled.

You have provided no information to help debug your issue which is likely a support problem rather than an issue with Rocket.Chat
Please ask in open.rocket.chat #support or forums.rocket.chat and ensure you provide some proper background information - eg server type, client etc.
