When paused, keep frame by frame navigation. When playing, arrow keys should skip 10 seconds.

Have given the option to use the arrow key for frame navigation or to skip time in #18

Needs more work to make the shift key invert the behaviour when held.

Also need the arrow controls in the global timeline to respond the same way

Should also work when the video is playing

Being able to control the video while playing is going to require a move to gstreamer or similar tool where we can control the clock.
