Copy and configure the settings.ini.example to settings.ini and configure the proper parameters.
I can find no such file:

That is not this project. It looks like this:
What where the steps you did for starting this project?
You should do a git pull https://github.com/Romkabouter/ESP32-Rhasspy-Satellite.git to clone the project

Aah that would explain it. I believe my project came from the Matrix instructions step 2. Thanks for the clarification.
