Better german translation

Here is an much better german translation.

No errors with "Umlaute". No google-like translated text anymore. ;)

But: "comma_formatted_resources" should be a dot in german. Because the thousand seperator is a dot.

Thanks, the German translation was by a non-native speaker so few mistakes might get through.

, or . or number separators is a battle I chose not to fight. At some point customization starts getting in the way; I'll leave it as to-do.
