A bit of both, it seems. As long as the rule is enabled, basalt should never be able to exist in a position where it would convert to lava, which is the case in such spots. It however wasn't intended that the player would do nothing when trying to place basalt in such a location. I'll publish a fix that the basalt will be placed but immediately turn into lava.
