This issue is about IDO C1, which is called IDO 5 in #201 (where the label IDO 5 is actually repeated twice: I am referring to the second appearance of that label).

Here the definition of enabling environment that I suggest: environment that supplies the adequate means, opportunities, and conditions for an agent to realize or affine a specific power or ability.

(If we end up having a hierarchy of power and ability where ability is a subclass of power, we can modify the definition accordingly.)
