'Stage' in annotations

Hi, thanks for your great contribution of building this dataset!
In the temporal annotation files, what does the 'stage' mean?
On the website, it says 'the number of stages of this subaction instance ('stages', 3 for Vault and 1 for other events)'.
Could you please elaborate on this? Why the stage is 3 for Vault? And what is its relation to 'set' and 'element'?
