Update the version of ST 2059-2 from 2015 to 2021 and change masterLockingStatus Clause 5.13 table 3 to gmLockingStatus clause 6.12 table 2 in:

  1. The draft Recommended Practice A.2.4
  2. The Data Model description and reference of the gm-lock-state-enumeration and gm-lock-state

Resolved in PCD2: Data Model descriptions and reference of gm-lock-state-enumeration and gm-lock-state reference ST 2059-2:2021. The Normative References and Section A2.4 of the draft RP now reference 2059-2:2021
