Allow Notes when more than one version is visible

At present, Notes are only available when a single Bible version is displayed, eg:
https://www.stepbible.org/?q=reference=Mark.1|version=ESV
WHen another version is added, the Notes disappear, eg:
https://www.stepbible.org/?q=reference=Mark.1|version=ESV|version=HCSB
This is the case whether the display is Interleaved, Interlinear or Columns
The reason for turning them off was probably because Notes are linked with CrossRefs, so turning on Notes also turns on CrossRefs, which would be confusing when several Bibles are open. Therefore this Issue is partially linked with Issue#17
