Remove Short_Description

STIX has these three descriptive fields:
- Title
- Description
- Short_Description
How are all of these used in practice? Short_Description was added in 1.1 at the request of the community but we should evaluate the usefulness of these capabilities and remove those that are not necessary.

This issue was discussed extensively.
Consensus was asserted that the Short Description field for the TLOs should be removed.
A one week comment period was opened 2/1-2/5 where no objections were raised to the consensus.
Consensus is now officially asserted as achieved.
No normative text is required as these are simply things that will not exist in 2.0
