RMT should only touch metadata files when updates are mirrored

A customer, who is scanning their RMT repo directory structure for updated files, has reported that the repodata is updated eventhough there are no new packages.
This is no point in updating repodata directories for products that went out of LTSS many years ago.

Perhaps it would be possible to compare <revision> of repomd.xml on-disk to the one offered in SCC ?
