At first I thought it was just my mudkip but then a surskit showed up with the same colour/texture and then this goldeen. It stays like that even during battle screens. I'm running citra on Xiaomi redmi note 7 pro.

Known issue, disable hardware shader to fix it, but fps becomes very low.
