Inpainting cursor is too large to be useful.

I am trying to remove seams from a large, stitched image but even if I shrink the cursor down to the smallest possible size it still removes too much detail around the seam. The only way I can get the cursor smaller than this is to cut the image into smaller pieces and work on them one at a time.
