login.html not found

Just rebuilt the server and everything went smooth but now when I trying to create the user account the login.html is Path not found: /login.html . I turned the firewall off on my machine and IP Address for the server is pointing to get IP address of the machine. Switched everything back to 127.0.0.1 and ran the launcher from the VM and the log shows Request from 127.0.0.1 (login.html) Request from 127.0.0.1 (/favicon.ico) but launcher shows server may be unavailable.

having the issue on Development and Master branch. Its a Windows 10 machine with firewall turned off going to try server 2008 VM
