Is doc wrong on autoscaler logic?

Here, there are some text saying :

The Minimum Containers value cannot be under 2. The reason is that the autoscaler should not impact the availability of the application, and scaling an application to less than 1 container might impact the availability

Should this not be less than 2 containers instead?
