Can't deploy using jruby

Have attempted to deploy using two versions of jruby:
ruby "2.5.7", engine: "jruby", engine_version: "9.2.11.1"
ruby "2.5.8", engine: "jruby", engine_version: "9.2.17.0"
Both fail with Failed to download JVM: openjdk1.8-latest.tar.gz.
