Restore focus when activating a popup

When activating a microfrontend popup, the most recently active element is not focused. For non-microfrontend popups, focus restoration works as expected. A popup can be "deactivated" when opening it in the context of a view and deactivating the view.

When activating a microfrontend popup, the focus is restored to the last focused element of that popup.
