Perspective sometimes has stale layout if opened in multiple browser windows

Describe the bug

The workbench loads the layout of a perspective only when being activated for the first time. When switching to another perspective and changing the perspective in another browser window, the updated layout is not loaded from storage when activating the perspective again.

To Reproduce

Steps to reproduce the behavior:

  1. Open app in a browser
  2. Activate perspective 1
  3. Switch to perspective 2
  4. Open app in another browser window
  5. Change layout of perspective 1 in the other browser window
  6. Switch to perspective 1 in the first browser window
  7. See that the layout is not updated
