Moving view to new window should open the view "standalone" in a blank window

Describe the bug

Moving a view to a new window opens the current perspective in a new window with the view placed in the main area. Instead, the view should be opened standalone in a blank window and not be placed in the current perspective.

To Reproduce

Steps to reproduce the behavior:

1. Open a perspective
2. Right-click a view tab and click 'Move to new window'
3. See that the current perspective is loaded in the new window and the view placed in the main area

Expected behavior

The view should open standalone in a blank window and not be placed in the current perspective.
