The pre-package manager era vs the post-package manager era

There's this very noticeable point in history where Programming languages were made with package management in mind and those that weren't.

C and C++ are definitely in the pre package management era

Rust is definitely in the post-package management era

Some other languages are a bit in-between like Python.
