[EVENTS] Add a timespan event selector

• Add a button on map to open selector
• When a time span is selected, such button should be highlighted
• The selector may be a plugin (https://ng-bootstrap.github.io/#/components/datepicker/overview)
• Should set a timespan
• Upon a page reload, the timespan previously set will be lost
