Usecase scenario
Azure DevOps user event would allow writing full automation over it. For example I would like to send an welcome email to every new joiner which would explain the Azure DevOps structure, our custom tooling around (access control, AWS/Azure request forms, general usage guidance). Currently we are adding them to Azure DevOps project using AAD groups and hoping they open it and read the wiki.
